EAST SPRINGFIELD, Ohio -- Now that a controversial landfill has a new owner, residents want to know what will happen to resolve a stench problem once and for all.ELS Systems recently took over the Apex Landfill in Jefferson County, prompting a public meeting to discuss the landfill's past problems and hear what solutions the company has in mind.Neighbors have complained the landfill is dusty, noisy and -- most of all -- emits an odor.Tuesday, residents met with officials from the Environmental Protection Agency, the health department and the new owners."We have some ideas of our own of how to deal with those issues," said an ELS representative. "We've looked at the system that was installed (and) there's improvements that can be made to it that haven't been made in the past. ... We have an odor management plan that we're implementing right now."Members of the Concerned Citizens Group said they hope the changes will be made soon.
