Bill To Cancel Licenses in 2011 Drafted In Charleston

The licenses for West Virginia's 9,000 limited video lottery terminals expire in 2011.

Delegate Patrick Lane (R)-Kanawha County told NEWS9 he's drafting a bill that would cancel those licenses on their expiration date and end the video lottery industry.

Kanawha County commissioners held a series of hearings late last year saying so-called "convenience gambling" has hooked local players who can't afford to lose.

"They infringe upon neighborhoods," said Kanawha County commission president Kent Carper. "They're just bad public policy. They don't create jobs. They just cause trouble."

There are two sides to this coin.

Herk Sparachane, president of the West Virginia Amusement and Limited Video Lottery Association, says the state's regulated gaming industry has been a huge success.

His group is already lobbying to protect those current license holders, saying gaming revenue has helped West Virginia by backing bonds for economic development projects like the Cabela's outdoor store in Ohio County, and has funded PROMISE scholarships for college-bound students.

"You're talking about kids going to college for free," Sparachane said. "You're talking about 9,000 jobs. You're talking about restaurants that would have to close. It has a huge impact."

TARGET 9 dug through pages of state records on LVL revenues and we found the city of Weirton took in more than $292,000 between January and February of 2007. Hancock County took in more than $178,000.

Wheeling took in almost $286,000. Ohio County collected almost $94,000.

West Virginia and its counties and municipalities reaped a projected $200 million in 2007.

Gov. Joe Manchin has said West Virginians should decide whether the state really wants or needs video lottery.

That would once again bring voters to the table in what has become a high-stakes game for the Mountain State.
