For the second time, a levy to support the Jefferson County Jail failed.Sheriff Fred Abdalla has said there isn't enough money to keep the facility open.Tuesday marked the second time constituents voted down a 2-mill levy to keep the jail operating. In November, voters also rejected the levy.Abdalla said he has had to lay off workers and release prisoners charged with misdemeanor offenses because of a lack of funds to operate the jail.A committee that was recently created to assess the facility concluded that the jail needs to stay open. The committee said if the levy failed again, they will try to put it on the ballot in November.Stay with NEWS9 and WTOV9.com for continuing coverage.-Renee Cardelli & Chandi Lowry, NEWS9
