West Virginia Gov. Joe Manchin will be in Wheeling Friday night.Manchin is a special guest at the Italian Festival’s kick-off dinner. The dinner will be at the McClure Hotel and is open to the public. Doors open at 5 p.m. and dinner starts at 6 p.m., tickets are $25.The Upper Ohio Valley Italian Festival begins next Friday and runs through the weekend at Wheeling’s Heritage Port.
