Man Arraigned In Connection With Steubenville Strangling

A man accused of strangling his estranged girlfriend was arraigned on murder charges Tuesday.David Turner-Frantz, 33, is accused of killing 31-year-old Chandra Wilkins.The mother-of-two was found dead Monday at an Oakmont Avenue home in the Hilltop section of the city.Police said Wilkins and Frantz previously dated each other.Frantz is being held on $1 million bond.Stay with NEWS9 and WTOV9.com for continuing coverage.
