Emergency shelters are beginning to open in the Valley in response to the vast number of power outages throughout the area.

At the Scio Fire Department in Harrison County, crews offered food, beverages and cots. They also went door-to-door reaching out to shut-ins who need help.

Jennifer Bethel, a Scio volunteer firefighter, said crews are "just giving to them. Just giving to the people that need help."

Bethel said one of their biggest concerns is helping people like Carl Price, who has been without water and electricity for three days and was in dire need of changing his electric-powered oxygen tank.

"I don't know what I would have done without this fire department," Price said.

Scio volunteers also went door-to-door reaching out to those who needed help by offering hot meals and offering generators.

In Wells Township, hit hard with outages, the township community center on Steuben Street in Brilliant opened its doors as a shelter area.

Township trustee John Goosman, said more than a third of residents are without power, with New Alexandria being one of the hardest hit areas in the township.

DJ's Country Store, which has not had power since Sunday night was using a back-up generator to keep meats and milk cold, but workers said its been tough on their business and residents in the township.

"The biggest problem is some people don't have oxygen. AEP is helping some out. We haven’t seen too much yet, but as time goes on people will need showers, hot food and ice," said Goosman.

The community center opened Tuesday at noon and will stay open around the clock until power is back on for residents in the township.

About 33,000 people were still without power Tuesday. American Electric Power spokeswoman Carmen Prati-Miller said restoration is expected by midnight Friday in Belmont County.

Jefferson, Harrison, and Columbiana counties should have full restoration by midnight Sunday.
