Martins Ferry police said they arrested 73-year-old William Franklin Myers just before 8 p.m. Tuesday after they received a call from East Ohio Regional Hospital alerting them that a 4-year-old girl had been sexually assaulted.

Myers faces a felony charge of gross sexual imposition.

Myers was arrested at his apartment on Hill Street, the same street where police said Quentin Phillips lived. Phillips is accused of rape and of using a local library computer to access child pornography.

Police Chief Barry Carpenter said he does not believe the two cases are connected but said they are looking into it.

“Nevertheless, a sexual offender is a sexual offender. It is what it is and they’re going to victimize whoever they feel the need to victimize and hopefully, it’ll make that neighborhood particularly safer,” said Carpenter.

Carpenter said all city computers have filters that prohibit anyone from looking at explicit material. Carpenter said he wonders why this was apparently not the case at the library.
