West Virginia Gov. Joe Manchin Visits Weirton

Tuesday, March 28, 2006 – updated: 1:25 pm EST March 28, 2006

West Virginia Gov. Joe Manchin is expected to sign legislation for West Virginia residents terminated by Mittal Steel during a scheduled visit to Weirton.

Manchin is expected to be at the Independent Steelworkers Union Hall at 4 p.m. Tuesday to officially sign Senate Bill 786 into law.

The bill offers a one-time tax break to steelworkers who took advantage of Mittal Steel's voluntary buyout offer. It would give those steelworkers who agreed to the voluntary termination package a state income tax break of $30,000.

The bill does not offer relief to Mittal employees who live in neighboring Ohio and Pennsylvania.

Manchin is expected to comment on the bill's benefits for West Virginia residents who were terminated by Mittal, and will discuss the future of Mittal's Weirton plant. A question-and-answer session is scheduled.

Also, on Monday, Manchin announced the awarding of more than $2.8 million in hazard mitigation grants to assist with the acquisition of "repetitively damaged flood-prone residential structures" in seven counties.

According to a press release from the governor's office, the city of Weirton will receive $335,632 to acquire and demolish six repetitively damaged residential structures located in the floodplain.

The Hancock County Commission will receive $29,473 to acquire and demolish one residential structure in Kings Creek, and the Ohio County Commission will receive $55,129 to acquire and demolish one residential structure in Short Creek.

Additional plans for the governor's visit to Weirton is as follows:

1:45 p.m. - Manchin will recognize members of the West Virginia Class AA State Champion Weir High School football team during an assembly at the school.

4:45 p.m. - Manchin will join Division of Highways officials and local leaders for the dedication ceremony of the Three Springs Drive Bridge at the Holiday Inn.

7 p.m. - Manchin will deliver remarks during the Weirton Chamber of Commerce's 70th Annual Dinner at the Serbian-American Cultural Center.
