State Police Release Monthly Repeat OVI Report

Prosecutors Limited When Dealing With Repeat Offenders

Each month, the Ohio Department of Public Safety releases a monthly newsletter reporting the state's habitual drunken driving offenders.

The March and April issues include seven local cases including one man with 9 arrests for operating a vehicle while intoxicated.

"Evidently these people who have these repeat offenses with seven or eight OVI offenses in their lifetimes don't care," said Lt. Matt Evans of the Ohio Highway Patrol. "They evidently believe it's not going to happen to them."

Next week, Jefferson County prosecutor Tom Straus will present evidence to a grand jury in the case of a driver with six prior arrests in the past 20 years.

That's a fourth degree felony with a sentence of one to five years in prison.

"I would like very much to argue for a more serious sentence but obviously I'm limited by what the law is telling us to do at this time," said Straus.

The punishment is more harsh for repeat offenders who kill someone in a crash.

The Ohio Legislature is debating making those penalties even stronger.

These are the suspects listed in the March and April editions of the Ohio Department of Public Safety's Hot Sheet News.

New Philadelphia Police Dept. Patrolman Thad Polka arrested Richard A. Kall, 50, for his seventh OVI offense on 2/7/06. He was stopped for driving left-of-center and weaving. He tested .236 BAC.

Steubenville Post Tpr. Gregory Mamula arrested Robert M. Murphy, 47, for his fifth OVI offense on 2/25/06.

Steubenville Post Tpr. Robert Grubb arrested Brian L. Bruce, 42, for his fifth OVI offense on 2/9/06.

Wells Twp. Police Dept. Patrolman J. J. Kamerer arrested Larry T. Graham, 43, for his ninth OVI offense on 3/18/06. He was stopped for a headlight violation and driving significantly slowly.

Steubenville Post Tpr. Eric Derrington arrested Jeffrey R. Peterson, 49, for his eighth OVI offense on 3/16/06.

Steubenville Post Sgt. Christopher Johnson arrested David E. Brown, 56, for his seventh OVI offense on 3/20/06.
