Accused Rapist Requests Lower Bond

Police tell NEWS9 someone caught Toby Milliken with a young girl and asked him to seek help. The 31-year old eventually walked into the Belmont County Sheriffs Office and admitted to having countless sexual relationships with young girls.

Toby Milliken appeared in court Tuesday for his preliminary hearing on a felony rape charge, he waived the hearing so his case will now be presented to the grand jury.

In a surprising request, Millikens attorney asked the judge to consider lowering his $1 million dollar bond a judge previously implemented because of the severity of the case.

The Prosecutors Office disagreed with the request, saying the high bond was put in place for a reason because of the potential risk Milliken could pose to himself and others if he was out of jail.

The judge agreed with the state and now Milliken will remain in the Belmont County Jail on that $1 million dollar bond and still faces the possibility of life in prison.

Police said Milliken's relationship with young girls has gone on for the last three years and they are certain there are at least three victims but they believe there are many more out there.

Milliken is charged with felony rape but police said more charges could surface as the investigation continues.
