BELMONT COUNTY, Ohio - There's an overload of little paws at the Belmont County Animal Shelter.

"Most of the kittens that we have here are probably 5-to-8 weeks old and they all need homes," said "Cat Stray Shun" Program Coordinator Candace Fleagane.
Fleagane has found numerous kittens and strays that had been dumped in various areas of the county.
"They're dumping them," Fleagane said. "This happens all the time. Two or three that I've found homes for, we found in a waste basket. People brought them in a waste basket and let them sit by the door."
It's not just about the little ones. Adult cats are also up for adoption.
Fleagane is so dedicated, she started a program for Belmont County residents to combat overpopulation.
" 'Cat Stray Shun' is a program that I started 3 or 4 years ago," she said. "And it is growing. And because of the overpopulation, I am trying to help people that have taken in a stray cat, get it spayed or neutered at a low cost."
