Update: Bellaire police officer offers statement on viral video

BELLAIRE, Ohio – After officials in Bellaire confirmed Lt. Dick Flanagan was the officer caught on video yelling profanities while responding to a call, they reprimanded him verbally.
On Friday, Flanagan issued a statement concerning the incident.
 “It's unfortunate that the incident happened, but I said it. Could I have handled it better? Yes, but people don't know the circumstances,” Flanagan said. “It was said; I was reprimanded, and I'm sorry that it happened. I will continue to do my job and serve the citizens of Bellaire."
Typically the Bellaire Police Department doesn't comment on rumors or accusations made on social media, but this, Police Chief Mike Kovalyk acknowledged, was different.
"Should an incident like this occur again, there will be more of a severe disciplinary action taken against him," Kovalyk said.
Kovalyk said the incident did lead to arrests that night. He added that Flanagan had responded for an altercation but wouldn't go into further detail, saying that investigation isn't over.
Since the video was posted, the person who recorded it said he's been receiving threats. So far, he hasn't filed any complaints.
Kovalyk also stressed that there were no reports filed over the incident the night that video was shot.
