Charges pending against couple after horses are seized

HARRISON COUNTY, Ohio – Charges are pending against a Harrison County man and woman after authorities seized their horses.
On Wednesday, Humane Officer Darla Smith took her findings to Harrison County Commissioners, updating them on her investigation into two horses seized from the Freeport property of Kenneth Feister and Gloria Woods on June 12.
One horse, known as "Bunny," was said to be skin-and-bones. The other, known as "Sugar," was not in as bad of condition. But according to the Humane Society, the environment was extremely unhealthy.
"I was at the property three times,” Smith said. “All three times there was nothing for the horses to eat and minimal, dirty water.”
Smith is asking for one charge of animal cruelty with two counts – one count per horse.
A few weeks ago, Woods went to county commissioners looking for help to get her horses back.
Statements say the horse had no hair and the parasites were so bad there were sores. Smith warned Woods nearly 3 months earlier about Bunny's condition, and what would happen if it didn't improve.
