HARRISON COUNTY, Ohio -- Harrison County was hit hard with heavy rains around 7 a.m., and nearly 3 hours later, you could find Ohio Department of Transportation crews keeping an eye on high water that extended about halfway across State Route 9 near the intersection of Airport Road.
About a mile up the roadway, crews from ODOT and the Ohio State Highway patrol directed traffic in an area where a clogged pipe caused flooding along a section of SR7.
"They called in county engineering and they cleared the pipe," Trooper Ed Weigand of the OSHP said. "There was a car stuck in the middle of it.  It stalled due to the high water and the water just rose up around it until it completely covered the sides."
Weigand says the driver of that Dodge Challenger was able to make it out safely on his own, but his car had to be pulled by a Cadiz towing company.
