New details involving a controversial Belmont County development project…

Belmont County Commissioner Mark Thomas said they have reached a tentative settlement, but until they take official action at their meeting on Wednesday, it's not for sure, but in principle, it is a done deal.

"Anytime you have litigation that is going to hold up potential development it's a good thing to settle," said Thomas.
The Belmont County I-70 road connector project has been held up by litigation since 1999.

The road will help the flow of traffic through St. Clairsville, particularly the Ohio Valley Mall and Plaza.

Thomas said the proposal is that the county is going to build the road off of 40, and the Ohio Department of Transportation will pick it up from there to connect it to the mall where company owners are currently working on their end of the deal.

Thomas said they are voting on a settlement this Wednesday.

He explains that the county and one of the families involved have reached a settlement.

Thomas said this case is about county dollars being saved and if they settle, there is a monetary amount that will be paid to the county.

He says the entire board is happy that they can put this behind them and figure out a way to have all of the parties involved satisfied to get the road built.

Well what does that mean for the entire case?

"It'll be a win-win for everyone involved, you will have easier traffic flow, new development, and a bigger tax base for Belmont County and that makes everyone happy," said Thomas.
