Roads, water line breaks creating nightmare in Steubenville

JEFFERSON COUNTY, Ohio There are places in the Steubenville streets where pieces are literally missing.
These are more than just potholes, they are road openings.
There are 42 different streets in Steubenville with a serious problem.
Why are they there?
A quick investigation uncovered that the water department is responsible.
It was just a large number of breaks this past winter with the weather being as bad as it was, said Mike Wigal, Steubenville water superintendent. We just fell behind on trying to keep up with the street repairs. We wanted to repair them as we go, but we were paying attention to breaks every day and didnt have a chance to go back and adjust the street openings.
A drive around the city shows the openings are clearly a little bit different than a pot hole.
The work itself will cost the city $70,000 to fix.
Much of that is because the city will have to contract out the work.
We don't have enough workers to keep up with things, Wigal said.
I'd rather that we did it ourselves. It does need addressed. It's hazardous out there and it needs taken care of."
