UL Superintendent case bound over

BELMONT COUNTY, Ohio -- A brief hearing via video conference at Belmont County's Western Division Court on Tuesday resulted in Union Local Superintendent Doug Thoburn ultimately waiving his rights to a preliminary hearing.
It comes after the shocking news that the figurehead of the school district was arrested felony charges of pandering obscenity involving a minor after a sweep at the 53-year-old's home last Thursday.
His case, consisting of four felony charges, has now been bound over to a grand jury for review.
What state and local investigators discovered during that sweep remains a mystery.
"Any time it comes to kids, minors, it's very sensitive,” Belmont County Sherriff Dave Lucas said. “And that's why we're very tight-lipped about it."
The union local school board was quick to action.
"The board asks that the Union Local family unite at this difficult hour," said Gary Smith, an attorney for the school board.
They almost immediately placed Thoburn on paid administrative leave and appointed Ben Porter as acting Superintendent.
Meanwhile, authorities are promising a lengthy -- yet complete -- investigation.
