Weirton’s B&O tax in effect

HANCOCK COUNTY, W.Va. - Weirton's Business & Occupation tax - one that that passed by a narrow margin and faced opposition in court -- went into effect last Friday.
But it could still be quite some time until business leaders in the city of Weirton break out the wallets.
In early July, council was divided and the area's Chamber of Commerce made it known they weren't on-board. But the city went forward. The tax, they said, would help make up for a projected 1.6 million budget shortfall in the 2015-16 fiscal year.
Fred Marsh, who is a councilman and a small business owner, voted against the tax. But says he is moving forward by keeping records and preparing his computers for new programs.
"The tax will be done on a quarterly basis," Marsh said. "If you're retail you'll get a $125,000 exemption per quarter. The quarter started July 1, but the tax didn't take effect until 30 days after, which is why you won't see any cash until the first couple weeks of September or October."
Marsh says businesses are scrambling to figure out exactly how the tax will be implemented and he anticipates some confusion early on. But, he says for the most part, this is all a "wait-and-see" situation.
