5 promoted to rank of Lieutenant in Hancock County

HANCOCK COUNTY, W.Va. -- The Hancock County Sherrif’s Department held a first in terms of swearing-in ceremonies Friday, as in it was the first time lieutenants were able to become a part of the rank structure.

Sherrif Ralph Fletcher called it a "good day" for the department.

"We’ve got some experienced men who have been promoted to the rank of lieutenant," Fletcher said. "With that comes a lot more responsibility and a lot more responsibility than what they’ve had in the past.’’

Charles Stanley, Brian S. Swan, Mark Cowden, J.T. Keeder, and Arthur L. Watson Jr., were promoted after emerging as top candidates after a written exam and interviews.

“We are all excited to further the department,” Stanley said. “… The sheriff has a lot of great plans for the future of the department, and we’re all on board with him.”

Fletcher says the lieutenants’ new responsibilities include being part of the decision-making process as well as developing policy and procedures. They will continue to run the crew.
