Child sex abuse charges for local man

HANCOCK COUNTY, W.Va.—


A Hancock county man accused of sexual abuse on a child was arraigned before Hancock County Judge Martin Gaughan on Wednesday morning.


Last week, William C. Pipes Jr. was indicted on charges of sexual abuse and sex abuse in the first degree.


Wednesday morning, during his arraignment he was appointed a public defender.


Hancock county prosecutor Jim Davis said the charges stem an alleged incident that took place between Pipes and a small boy in February.


Pipes was given a $100,000 personal recognizance bond and was released after being processed.


“You do understand that you are not allowed to have contact whatsoever with the victim or any members of his family,” Judge Gaughan told Pipes.


“Considering the nature of the charges, I would have expected some type of true bond for him.  It does concern me that he is out in the community with these type of charges,” said Attorney Ann Marie Morelli, who assisted in getting a protection order filed against pipes so he could not have contact with the victim.


Pipes will be back in court on Oct. 15.  At that time, a trial date could be set.
