Bond set for Harrison County homicide suspects

HARRISON COUNTY, Ohio -- Harrison County homicide suspects Matthew Dowdel and Eve Kelley made the trip from the Jefferson County Jail to Cadiz for their motion hearings on Tuesday.
A larger crowd gathered outside the courthouse, but the message was the same: Justice for the victim Joe Strother.
Inside, however, it was all business. Much of it centered on the pair's bond.
The first was Dowdel, whose attorney filed three motions.
The most important was one for a competence evaluation, which was granted.
The prosecution also made a motion that was granted by the court - a request for a $5 million cash bond.
"I believe that's a necessary and appropriate amount based on the murder allegations of felonious assault allegations," Harrison County Prosecutor Michael Washington said. "These are not crimes that we have in this county and a regular basis."
Later when Kelley stepped into the courtroom, her attorney pressed the court, saying the bond was outrageous. As a result her bond was set at $2 million.
"I requested," Washington said. "(The) court was not consistent."
Both Dowdel and Kelley are charged with murder and felonious assault among other charges. Washington said it will likely be a month before the pair appears before a judge.
