Reconstructed roadways in Harrison County

HARRISON COUNTY, Ohio -- Decades ago, Consolidation Coal Company removed two county roadways while strip mining.  Years have passed, and the roadways were never restored -- until now. Commissioners have reached an agreement with the company.
While what will be the new Harrison County Road 28, might look rough right now, construction and pavement will revive the roadway soon enough.
"Consol stripped out County Roads 28 and 29 several, several years ago," Harrison County Commissioner Dale Norris said. "They had posted a bond to put these roads back in place."
That time has finally come.
During the past five years, commissioners have been working on securing an agreement to replace the roadways. Now their work will show visible results.
"It's taken a lot of planning and a lot of discussion, but with the ultimate goal of it benefitting the county in the long run," Norris said.
A reconstructed County Road 28 will extend from SR 519 to County Road 38-- Airport Road. They will also revive a right-of-way agreement to connect County Roads 28 and 29.
"With this resolution, we get to keep County Road 29 really not in its original position, but we get an established road," Norris said. "We're given a right of way to bring County Road 28 to 29, the new 29."
With that right-of-way agreement, the county may construct a public highway with a 10-year period. If not, the right of way transfers back to Consol.
