Changes coming for Steubenville Charter?

JEFFERSON COUNTY, Ohio – Changes could be on the way for Steubenville after a thorough review of the city's charter. From October until this past week, the nine members of that review commission patiently made their way through the charter.
And now, they have announced the 13 changes they want to see made.

There haven't been any changes to Steubenville's charter since 1984.
Commission member Jim Mavromatis, along with eight other commission members, are confident in what they have proposed.
"The key points we're bringing up are giving the city the opportunity to adapt to the times today,” Mavromatis said.
A total of 13 key issues target a variety of things, such as term limits for council members and the mayor.
"They themselves say they become stagnant because they fail to see the changes that need to be done," Mavromatis said.
And there's also changes to the qualifications for the police and fire chiefs.
"You have qualified people in every department,” Mavromatis said. “But times change. People retire; you have to look in today's environment what we're faced with. You want education you want experience."
Of course there are 11 other issues.
Mavromatis says many of them are the result of big changes in Steubenville.
"All you have to do is look at the mill situation,” Mavromatis said. “We don’t have our mills rolling like we did in 84. This affects a lot of things that a city can offer. Just look at the population. All of these things are factors."
"If voters decide not to make the changes, they have every right to do that,” Mavromatis said. “They know exactly what they want to see."
Now that the changes are on the desks of every council member, they must certify them and send them on to the board of elections.
From there, they'll be approved and placed on the ballot for November.
