WHEELING, W.Va.--

An annexation petition has been started to make the Glen Hollin area, in Marshall County, part of the city of Wheeling.

Tuesday was the first reading of the matter at the city council meeting.

Eugene Fahey, 6th Ward councilman, says city leaders consider several factors when deciding on the annexation.

We consider the area the condition of the roads and home, said Fahey. In order for an area to annex it needs to have 50 percent of the residents plus one for review.

The street just past Elm Grove Elementary School would be in the 6th WardFaheys wardif the measure passes.

Neighbors would receive ambulance service, police and fire protection, and street maintenance from the city of Wheeling if they are annexed.

However, annexation would also mean an increase in property taxes.

Council will vote on the matter April 15.
