Billiard to be honored by Governor for services to community

BROOKE COUNTY, W.Va. -- He's a guy who has made a difference in the Brooke County community with a strong passion and dedication for numerous organizations.
After retiring, he has most certainly taken volunteering to a new level.
As a result, Wellsburg's Paul 'Bud' Billiard is set to be honored by the Governor of West Virginia for his many services to the community.
Billiard has always put his whole heart into each organization he is a member of, one being the community emergency response team.
Brooke County EMA Director Bob Fowler is one of many who nominated Billiard for the award.
"He's involved in all aspects of the community, as far as volunteering and participating," Fowler said. "That's why we submitted him. The different things he does to help us - it's just outstanding. He really deserved the award"
Billiard said he is most passionate about the Brooke County Veterans Memorial, which he was instrumental in getting put together.
"I think if you can't serve, the greatest honor is to serve those who have served, and that's a motivating factor," Billiard said.
Brooke Hills Park Manager Janice McFadden said Billiard has done a lot for the park, especially the memorial.
"He's always been dedicated to the cause he chooses to tackle," McFadden said. "I've worked with him here at the park and he was one of the ones who was instrumental in us getting our memorial park.  He just is a truly generous person who is very dedicated, faithful and helpful to everyone."
Billiard is very thankful for all who nominated him for the award.
"Well it was kind of a pleasant surprise to hear something like that and it was kind of humbling to know that people felt that good about a person for things that they enjoy doing," Billiard said. "It was special, and I was surprised and humbled."
On July 30th, Governor Earl Ray Tomblin will honor Billiard at the annual Governor's Service Awards banquet at the Charleston Civic Center.
