HANCOCK COUNTY, W.Va. - Police have finally caught up with a Hancock County man and charged him with sexually assaulting a child, two months after allegations arose that he touched a 9-year-old boy inappropriately.
"I just want justice served for me and my son so we can heal," said the victim's mother Dana Chafins. "I don't want to have to go through this no more."
Chafins cried as she talked about a neighbor accused of abusing her son. The alleged incident took place June on Jefferson St. in Hancock County. Chafins said her son was playing kickball with other kids in the neighborhood, when 38-year-old Kevin Halstead lured her son onto his porch with a popsicle, and then proceeded to drag him in his home, where he then allegedly sexually abused the child.
"I want him put away for life," Chafins said. "I know the man. My son is mentally disturbed. I'm going through a lot with my 9 year old. "
Investigators say Halstead fled the state.
"He was then picked up in Mercer County, Pennsylvania and then he was extradited back to West Virginia this past Friday," explained detective Matt Harvey, who is one of the lead investigators on the case.
Halstead will make his first court appearance in magistrate court Friday where he will be formally charged and appointed to an attorney. Halstead is being held in the Northern Regional Jail on a $900,000 bond.
