Smith enters guilty plea for heroin distribution in Ohio Valley

WHEELING, W.Va. -- Eighty heroin stamp bags marked for distribution in the Ohio Valley are off the street after an undercover agent made a controlled purchase of 10 of those bags from Andre Smith.
Smith pled guilty to the charge of delivery of a schedule of a controlled substance Thursday in an Ohio County courtroom and faces 1-15 years behind bars.
According to the prosecutor, A confidential informant that was working or the Ohio Valley Drug Task Force contacted Detective Dave Drayhas and informed him that a subject by the name of Andre Smith had texted them for help in distributing 80 bags of heroin.
Multiple text messages over two days led to a meeting between the two.
She met with Mr. Smith there. He was clearly captured on video tape as was his voice and the exchange was made for those 10 bags of heroin in exchange for $200 in marked U.S Currency, the prosecution added.
Testing confirmed its authenticity, leading to the charges against Smith from a grand jury.
Smith will get credit for time served and he waived his right to a pre-sentence investigation.
He must also undergo an LS/CMI evaluation.
