A Severe Thunderstorm Watch is in effect until 8 pm. Thunderstorms will spread across the area this afternoon.  Some of these storms will be capable of producing locally damaging winds and hail.  Not every location will receive damage from storms.

Vote expected on gas power plant in Moundsville soon

MOUNDSVILLE, W.Va. --  The plan to bring a multi-million dollar natural gas power plant to Moundsville continues. Leaders with Moundsville Power say they are still working to build the plant, but the political debate in Marshall County remains an issue.
A vote in the next few weeks is expected by the county commission. It's concerning whether or not a $615 million plant will come to Moundsville.
However, some commissioners have concerns. It was not talked about at Tuesday's commission meeting, but the worry is the payment in Lieu of Tax Agreement, or Pilot Agreement.
The terms of the agreement the county is considering call for the commission to take official ownership of the proposed plant for $1.
The company would lease the facility from the county.
“We are continuing to move forward on some information (about the plant),” commissioner Don Mason said. “There were some issues we were concerned with as far as environmental responsibilities and other liability issues."
The pilot program would give Moundsville Power some tax relief, but without the plant, it won't be built.
Commissioners would receive about $31 million in lease payments over 30 years from the proposed 549-megawatt plant via the Pilot Plan.
He says he hopes the county's end of the deal is wrapped up soon.
“Without the pilot, the project wouldn't work,” Mason said. “We have used it in many other projects in Marshall County. …This isn't something new; it's been used many times across the state. "
Commission is expected to vote on the matter in the next few weeks. Two commissioners will have to vote for the plant in order for the plan to pass.
