In Belmont County, the city of Martins Ferry is looking to start a recycling program.
Mayor Phil Wallace said the program is still in the planning stages, but he would like to start it this year.
Wallace said the city will first set up voluntary recycling centers where residents can drop off their materials. He said two locations will be set up: one behind the city building and the other near the city garage.
