3 Moundsville residents plead guilty to prescription drug crimes

WHEELING, W.Va. —

Three Moundsville residents pleaded guilty last week in U.S. District Court for their roles in a prescription drug ring, U.S. Attorney William J. Ihlenfeld II said in a news release on Tuesday.

Carl William “Bill” Goddard Jr., 49, and his brother, 47-year-old John Harvey Goddard Sr., entered  pleas of guilty to conspiracy to distribute schedule  II controlled  substances for incidents from July 2010 to June 12, 2012,  in Moundsville.

Roy C. Crow, 27, entered a plea of guilty to distribution of oxycodone for an incident on Feb. 13, 2012, in Moundsville.

Carl and John Goddard are free on bond pending sentencing, and Crow is in custody pending sentencing. All three face up to 20 years in prison and a $1 million fine.

As part of a multi-agency investigation  into drug  distribution from  a Moundsville residence, multiple controlled buys were made from the residence, Ihlenfeld said in the news release.

Agents conducted a federal search warrant on Oct.  3, 2012, and seized a variety of items demonstrating that the residence was used to distribute and use drugs, Ihlenfeld said. When officers stopped Carl Goddard to arrest him, they seized $2,280 in drug proceeds, which will be forfeited to the United States as proceeds from the drug activity.
 
Judge Frederick P. Stamp, Jr. in Wheeling presided over the case and the suspects were prosecuted by Assistant United States Attorney John C. Parr.

The Moundsville Police Department, Marshall County Sheriff’s Department and the West Virginia State Police investigated the crimes.
