2 charged in connection with elderly Bellaire woman's homicide

BELMONT COUNTY, Ohio —

Two men were arrested and charged Wednesday in connection with the killing of an elderly Bellaire woman.

Devin Wayne Fuller, 19, was arrested in Ohio County, W.Va., on Wednesday morning. Fuller was transported to the West Virginia Northern Regional Jail where he is awaiting extradition to Ohio.

A second suspect, 22-year-old Brandon Michael Phelps, of Bellaire, is already in the Belmont County Jail on unrelated charges.

Both men are charged with aggravated murder. If convicted, they face the death penalty.

The victim, 92-year-old Lydia Ashworth, was killed in June at her home on Fourth Avenue in West Bellaire.

Bellaire Police Chief Mike Kovalyk previously called the crime a "brutal killing" committed during a burglary.

At a press conference at the Sheriff's Office Wednesday afternoon, Kovalyk said while the suspects are charged and in custody, this is just the first step in the case.

He said a case of this magnitude requires cooperation from area departments and officials said the investigation is still ongoing. Kovalyk said the investigation has been led by Officer J.J. Watson in conjunction with Detective Sgt. Ryan Allar of the Belmont County Sheriff's Office.

"It's been a lot of hours. It's going to continue to be a lot of hours," Kovalyk said. "We do what it takes to see that justice is served."

In November, all of the evidence will be presented to a Belmont County grand jury, and Belmont County Prosecutor Chris Berhalter said additional charges against the two men could come from that meeting.

During a news conference Wednesday afternoon at the Sheriff's Office, Berhalter acknowledged the tireless efforts of local departments in this investigation.
