Police said the girls came forward and officers immediately began an investigation.

Brooke County Prosecutor David B. Cross said the victims are very important in these types of cases.

Not only is their testimony key in obtaining a just outcome, Cross said a victim's chance to express their feelings is a way to help them heal.

"The victim, in the presence of that defendant, tells the defendant how these crimes have impacted the victim, how it's changed their lives and what problems have come from it," said Cross. "Also, the victim can express what they feel about sentencing."

Cross plans to interview the victims soon.

Smith is currently in the Northern Regional Jail on a $150,000 bond.
