Carroll Co. emergency management officials drafting new response plans in light of oil, gas industries

CARROLL COUNTY, Ohio —


Emergency management officials in Carroll County are revamping their response plans because of the increased activity of oil and gas industries.

Officials said increased truck activity prompted officials to rethink how they handle future incidents. They said the idea came last year after an industrial tractor-trailer crashed on a local highway, and now they're revising plans for larger scale disasters.

"With oil and gas, we've had numerous truck crashes in the county and that's probably one of our biggest concerns right now. (That) and the spills," said Emergency Management Agency Director Tom Cottis. "We just want to make sure that we're ready to handle a bigger event where before it was a small-scale event."

Cottis said emergency crews are changing their approach to responding to incidents.

On Tuesday, crews responded to a small spill, but the county's plan of action would be similar to the Hazmat and Environmental Protection Agency's.

"None of those have changed a whole lot, but what we're looking at is the amount of product versus in the past where we had 440 barrel tanks and now all of a sudden weave these monster 880-barrel tanks, basically double the size," Cottis said.

He said there is still a diversion ditch in place.

"The water is really clean (that) is coming through there. … We have tadpoles swimming in the water," Cottis said.

With the large number of sites in the county, EMA officials are using federal grant money and mutual aid from surrounding counties to help with equipment needs for future events.

EMA officials said they also created a response packet with additional school phone numbers in case of an emergency.
