Toronto Police said Jeffery Emery took his wife and her two children hostage and took off from Mingo Junction down Route 7 toward Toronto.
When he got to an apartment building in Toronto, he fled on foot and when police caught up with him they said he hit an officer before he was taken into custody.
No one was injured during the incident.
Emery is being held in the Jefferson County Jail, and multiple charges against him are pending this morning.
