City Hopes Residents Will Pass Income Tax Levy

Election Day is less than a week away, and the city of St. Clairsville is trying to reach out to many of its residents to vote yes on the income tax levy that's on the ballot Nov. 2.

The city of St. Clairsville is one of two remaining cities in Ohio that doesn't have an income tax. For years the city has gotten by on property taxes and funding from the state, but like many other cities, the tough economic times have caught up with them.

The levy has several different parts. Business owners and rental property owners would pay 1 percent of net profits. Residents would pay 1 percent of earnings, whether the job is in the city or not. Those already taxed by the community they work in will get a 0.5 percent credit from St. Clairsville.

Only seven out of roughly 5,000 residents showed up to the town hall meeting Oct. 29. One St. Clairsville resident, Sam Pitt, is still undecided about which way he is going to vote Tuesday. "I came here tonight to gather more information because I want to do the right thing for the city. In this time, it is just going to be difficult, even though I would like to support it, it is going to be difficult. We are paying out a lot now and I think we need to look at other avenues at this point," he said.

If this levy doesn't pass, city council will have to decide whether to cut city services, which are already operating with minimal staff.

If the levy passes, all the funds generated will be used to operate St. Clairsville general fund operations such as police, street, recreation, landscape and grounds, litter and the national road bikeway. The city will also use it as matching funds to acquire more grant dollars for the capital improvements projects.
