WHEELING, W.Va. —
The DOT promised to open the tunnel by Nov. 1. In a news release Thursday, DOT officials said work is finished inside the tunnel.
Crews will remove barriers and cones Friday and let traffic through "sometime late afternoon."
This does not mean the end of the project, though.
The DOT said it is working on project specifications for the westbound tube.
Officials hope to bid that job out in the next few months.
