Former Chief To Appear In Court; City To Name New Chief

MARTINS FERRY, Ohio —

On the same day that former Martins Ferry police chief Barry Carpenter is scheduled to appear for a status hearing in Belmont County court, a new police chief for the city is expected to be named.

City officials called a news conference for 1 p.m. Friday, where they will announce the new chief. The position has been vacant since September 2009, when Carpenter was jailed on a number of charges related to a scandal involving the surrogate for actress Sarah Jessica Parker.

Carpenter has since been convicted of three charges, including tampering with evidence, theft in office and receiving stolen property. He is serving a 2-year, 8-month sentence. However, in recent weeks Carpenter faced more charges after a grand jury indicted him after an audit showed guns that were unaccounted for under Carpenter’s watch.

NEWS9 has confirmed that Carpenter has been brought back to Belmont County jail in anticipation that he will appear for his status hearing Friday, which is scheduled for 8:30 a.m. Court officials told NEWS9 the case could be heard at any point during the day.
