Golf carts causing controversy in Chester

According to Chester Mayor Ken Morris, one or two golf cart owners in the town are not obeying the laws, and it's caused City Council to discuss whether or not to allow the vehicles on the roads.

"We don't really have a golf cart problem. We have a safety problem, and that's what we're doing with this right now -- trying to find out if we can do something to appease the owners. It's not so much the safety of the owners, but it's the pedestrians in town," Morris said.

Joe Geisse, a golf cart owner, said he always obeys the laws, steering clear of sidewalks and staying away from main roads.

"It was just a fun thing to do with our family. You know, in the evenings we take off and ride around town and just check out the city and socialize, and we really didn't know it was going to get into this big deal," Geisse said.

Morris said at first, they believed that golf carts were not allowed on roads. However, after looking into it, have realized that state code does permit golf carts on roads under 25 mph, as long as certain rules are followed. Those rules include having insurance and seat belts with the golf carts.

City Council must decide whether or not they will allow golf carts in the city, and if they do decide to permit them, Morris said council members will then sit down with owners and lay down the rules of the road.

One rule Morris said he's hoping for is that the carts not be permitted on Route 2, even though the speed limit is 25 mph through town. He said it would simply be too unsafe.

Toni Snyder, who also owns a golf cart, said she wouldn't mind following whatever rules may be put into place.

"I have no problems with if I have to get a permit, or if I had to get horn, lights, I have no problem doing that. It's just we need to know what we need to do," Snyder said.

Morris said Council will make their decision as soon as possible, though they are currently split on the issue.
