Grand jury to review case of employee accused of child endangerment at school for disabled

JEFFERSON COUNTY, Ohio —


Attorneys for an employee accused of abuse at a school for the disabled waived her preliminary hearing Tuesday.

Debra Copeland, 59, of Harrison County, is facing three counts of child endangerment. One count is considered a first-degree misdemeanor and the other two are third-degree felonies.

Copeland is a professional staff member at the School of Bright Promise on John Scott Highway in Steubenville.

The investigation started when a person told police about possible abuse or mistreatment of children at the school.

Court documents show the counts are related to two allegations on Jan. 9 and one allegation on Jan. 11.

Copeland did not appear in Steubenville Municipal Court on Tuesday, but police turned over evidence to her defense attorneys at that time. Attorneys said there are three videos submitted as evidence that document the alleged incidents.

Her case will be bound over to a grand jury. The next grand jury meets on Wednesday, but prosecutor Jane Hanlin said it's unlikely Copeland's case will be presented that early. Hanlin said she expect the March grand jury to hear the case.

Judge Daniel Spahn continued Copeland's terms of bond and said a no-contact order remains in place.
