Emergency winter crisis program begins

JEFFERSON COUNTY, Ohio —

Not only is Thursday the start of November, it's also the start of Jefferson County's Home Energy Assistance Program -- a way for those struggling with finances to help heat their homes this winter.


The program, run by the county's Community Action Council, helps residents cool their homes in the summer and warm their homes in the winter. With temperatures already below average, the winter program is under way.


Several people already started signing up Thursday morning. The program assists eligible residents with their heating bill as long as they can show they received a disconnect notice for their gas or electric service. If they use bulk fuel, they must show they have less than a 10-day supply.


Organizers said they helped more than 2,000 households last year, translating to hundreds of thousands dollars in savings.


"With a set income, I couldn't really afford paying that large sum for oil. It helps a lot," said participant Theresa Lash.


"We'll be here from Nov. 1 to March 31. You can call and set up an appointment. Our intake workers are here. It's very important to the community. Come and get your utility bills paid up to a certain amount," said operations manager Eliza Kelley.


The amount is determined on a case-by-case basis, depending on which type of fuel is used. Gas and electric customers can get a maximum of $175 per month. Oil, kerosene, propane, and bottled gas users can get up to $750 each month, while those who use coal, wood and solid fuels can get $350 a month.


The CAC is at 114 N. Fourth St. in Steubenville for walk-ins, or appointments can be made by calling 740-282-0971 ext. 200.
