Scrap metal law signed, to bring changes to exchanges

EAST LIVERPOOL, Ohio —

The next time you go to exchange scrap metals in Ohio, be sure to smile! A new bill signed into law by Gov. John Kasich will require scrap metal dealers to take your picture. It's an effort to make sure exchanges are done legally and the metals are not stolen.

"We have been a little proactive in our approach with this. We have been doing a lot of this stuff already. There are a few new things that are going to affect us," said Ray Six, co-owner of Six Recycling.

In addition to the video footage of people bringing in metals, it will also require dealers to take down the seller's name, address, license plate information and other information.

Six said local law enforcement will also provide a known thieves list. Scrap yards can't accept metal from people on that list no matter what it is.

"Here in the last several years, it has gotten more prominent. Prices have increased, and the economy has gotten worse. With those two combinations, the thefts have risen," Six said.

Six said he is happy about the law because he wants to protect his business, but at the same time, he doesn't want to treat his customers like thieves. He said now, he can just reference the law -- something he also said was a long time coming.

"It's overdue. Things are getting bad. The economy is down. It's something that is ultimately going to save a lot of people frustration," said Six.

A similar bill has also been signed in Kentucky. There, recyclers will also be required to register with the state and undergo background checks.
