WHEELING, W.Va. —

Law makers in Charleston are working on some changes that may be coming to the state and its facilities thanks to cuts to the budget.

Work is being done for the 2014 year and cuts of 7.5 percent need to be made. State Sen. Jeff Kessler said it isn't as bad as it sounds and there is no need for panic.

"It's really not a 7.5 percent from the existing budget. It's an additional 2.5 percent from the 5 percent that has already been in effect now for several years," explained Kessler.

Kessler mentioned the reason for the cuts are because of lower revenue from the mild winter and lower taxes among others. He said any changes this year are to help the state even more in the future.

"We're exercising some prudence and looking to have some modest belt-tightening over the next budget year so we don't get slammed with huge cuts down the road," said Kessler.

While it still is unclear what the state and it's facilities will do to compensate, Kessler said the options are limited because of constitutional mandates affecting law enforcement, the jail and education services. He said people shouldn't be concerned about major layoffs saying the state has weathered the recession without any layoffs or tax increases.

As for a reduction is services, he said it should not be noticeable to the public.

"We'll continue to deliver the services at the state level that people deserve and need," Kessler said.
