STEUBENVILLE, Ohio —
A man facing felony drug charges in Steubenville was arraigned on Tuesday.
Russell Cain Jr. initially said he would represent himself in court for the felony heroin possession charges, but then he changed his mind.
Cain’s bond was set at $5,000. His preliminary hearing is scheduled for Friday.
