STEUBENVILLE, Ohio —
Officials said Samuel Osborne put the drugs in the restroom for Stacy Champagne. Police said they learned that Champagne, 34, of Weirton was supposed to bring the drugs back to jail with her. Champagne was in municipal court, at the time, for other charges.
Police said they found a hypodermic needle and eight packets of heroin hidden under the sink. Champagne has been charged with illegal conveyance of drugs onto grounds of a detention facility. Osborne was also charged on the same count, as well as possession of drugs.
