Officials at the Bellaire Public Library said they were unaware of the event until police requested surveillance video last week.
Library officials said the video caught an older man and the young girl engaged in consensual sex on the second floor of the library in a book hallway.
According to police reports, the girl's mother called police after her daughter told her about the incident.
The Belmont County prosecutor's office confirmed that an arrest was made out of Stark County, but officials have not released the name of the man.
