STEUBENVILLE, Ohio —

A Steubenville man was arraigned on two felony counts of rape in Steubenville Municipal Court on Tuesday.

Grady Franklin, 32, was accused of hurting a person under the age of 13 two separate times this year. The first allegation stemmed back to August and the most recent assault allegedly happened in November.

Police said a person came to the Steubenville police station Saturday and filed a report. That same day, officers located Franklin, questioned him at the police station and arrested him.

Steubenville Judge Daniel Spahn ordered Franklin's bond at $500,000. Franklin's preliminary hearing was scheduled for Tuesday, Nov. 20.

If convicted, the charge of rape, a felony in the first degree, carries a minimum sentence of 10 years in prison.
