Mother Accused Of Child Abuse Out Of Jail

A local teacher, minister and mother accused of child abuse is out of jail on $10,000 bond.

Ruth Ellen Bates, of Wellsburg, is accused of abusing her 15-month-old adopted daughter.

Bates, who is a French teacher at John Marshall High School and Presbyterian minister, is scheduled to head back to court on June 5.

Police said Bates confessed to severely beating the infant because the child wouldn't stop crying. The child sustained a skull fracture and bruises to her face.

Additional charges of child neglect were later filed after police said Bates' home was in deplorable condition.

The child is currently in foster care with the State of West Virginia.

Officials with the Marshall County School System are still discussing the future of her teaching job.
