HANCOCK COUNTY, W.VA. —

Construction plans for the new Hancock County 911 Center and Health Department complex are one step closer to being completed. Officials hoped to break ground and start building, but they were met with several setbacks.

There are many reasons why the new site is behind schedule, but officials now have design and construction plans for the buildings.

County commissioners along with 911 and emergency management officials estimate the construction will cost between $3.5 million and $4.5 million, officials said. The layout shows two separate buildings for the 911 emergency services center and health department, just north of New Cumberland.

Since the announcement last year, officials said they had to deal with vacation time and holidays for workers along with other setbacks.

"It's just (like) with anything else. There's the manpower that needed to be set up. We had to bring an assistant (worker) in to help us sort through the equipment list. So that took a little bit of time," said Tom Zielinsky, the Hancock County Technology and Communication administrator.

The new buildings will free up space at the courthouse and double the amount of dispatch stations available.

The plans are about 90 percent done, and officials expect to submit the final papers to the commissioners for a bid by early March, Zielinsky said.
