Gov. John Kasich has some new ideas for school funding.
"This is a plan that says that every student, in any part of the state, regardless of which district they come from, should be given the resources to be able to compete with a child across the state."
This new proposal is being touted as a way to boost funding, and on Wednesday NEWS9 obtained numbers that show exactly how that formula breaks down.
Not every school is going to benefit. While others will see a spike, some schools in need will not. The biggest winner locally? Toronto.
A district that recently lost some funding.
"Fortunately, when you lose sometimes you gain, and if this is the case, we feel very fortunate to get some of that money back," said Toronto Superintendent Fred Burns.
Toronto will see an increase of $568,734 under the preliminary plan. That is a 16.87 percent increase from state funds they received in 2012-2013.
Other schools aren't so lucky. No one will lose money under the plan. But some districts in need won't see a boost, including Bellaire and Edison Local.
"After going and hearing his proposal last Thursday in Columbus, I'm quite disappointed to hear that there's not going to be any increase in funding," said Edison Local Superintendent Bill Beattie. "But I guess if there is a positive, it's that we're not going to lose any funding either."
The formula isn't easy to crack and when you look at the financial categories, things like guarantee funds and three-year average valuation per pupil don't make things clearer.
"We have our local legislators that we need to contact and hopefully, in the information they are gaining from Columbus, they can give us a better understanding of why it is a $0 increase," said Beattie.
Many are questioning why districts in need aren't being helped more, including state Sen. Lou Gentile. He sent NEWS9 this statement:
"I am shocked by the numbers the Kasich administration released today. Just last week the Governor claimed his school funding plan would give more money to poor districts and less funding to the wealthy ones. It doesn't' make sense that a suburban district near Columbus can receive a 331% increase, while most of the districts across Eastern Ohio receive nothing. And this is happening at a time when many of those districts are still reeling from previous budget cuts. I will be pressing the Kasich administration on more details about their plan and how they arrived at these funding levels."
