Wheeling prepares to re-pave 18 city roads; officials explain feds' impact on community projects

WHEELING, W.Va. —

The city of Wheeling is preparing to pave 18 roads after city council approved $250,000 for the renovating and the federal government pitched in $180,000.

But some city officials said even though the projects are good news, if federal funding is reduced this could be the last time so many roads will be milled and paved during one project.

 

Public Works Director Rusty Jebbia said if the federal government tightens its belt on Community Development Block Grant cash flow, there may be less money for capital improvements in certain areas.

 

With the city's general fund money combined with the federal dollars, Wheeling has a total of $430,000 to spend on the street projects this time --  less than half of the $1 million it had two years ago.

 

"The CDBG budget plays a big impact in our paving. It's usually a pretty substantial amount of it, so as that money dwindles, we have to make it up with the general fund," Jebbia said. "We actually have to wait until June and July to see what our cash carryover is and that determines what the city manager recommends and what council approves as how much we are going to have for paving."

 

With the paving out to bid, Jebbia said the city is fortunate in a way to only have to deal with wear and tear on their roads and not gas trucks destroying them like in other towns in the Valley.

 

"We've been pretty lucky so far because the majority of the traffic is traveling on state routes and its very minimal amount on city streets that we have," Jebbia said.

Along with the list attached, streets to be paved using CDBG money include: Eoff Street (from 22nd Street to 24th Street), Cherry Street (Lind Street to E. 10th Street), Grandview Avenue (Water Tank to 12th Street) and 33rd Street (Eoff Street to Lane G).
